    Additional Information on Eligibility: Public or private non-profit agencies are eligible for awards under this announcement. This includes the office of a State Refugee Coordinator (SRC), or the individual responsible for the statewide or regional coordination of the refugee resettlement program, as applicable, of the state where the proposed project will be implemented.Applicants must submit a letter of support from the subdivision of the state agency tasked with the operation of the state's Temporary Assistance for Needy Families (TANF) program (or "state TANF office"), stating that the state TANF office intends to coordinate with the applicant's proposed WF TC project. The letter must include a commitment to submit a formal and structured agreement, within 120 days of grant award, between the project and the state TANF office, to coordinate in the development and implementation of relevant, customized, and culturally and linguistically appropriate services for TANF-eligible refugees. This letter must be on letterhead of the state TANF office and signed by the state TANF director or the director's designee. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from the merit review and funding under this funding opportunity. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity. Faith-based organizations may apply for this award on the same basis as any other organization, as set forth at and, subject to the protections and requirements of 45 CFR Part 87 and 42 U.S.C. 2000bb et seq., ACF will not, in the selection of recipients, discriminate against an organization on the basis of the organization's religious character, affiliation, or exercise.

    Description: Projects proposed under the Wilson Fish TANF Coordination Program (WF TCP) will identify service gaps in TANF- or other state-funded, ORR- or State Department-funded, and community-wide programming currently serving TANF-type families with the purpose of developing and providing in-person and remote services and/or resources that will enhance or complement that programming to address unmet needs of refugee families. ORR defines “TANF-type” as single- or two-parent ORR-eligible families with children under the age of 18. Applicants will demonstrate that proposed projects will fill an identified gap within existing services and programming and will not duplicate existing services and programming. ORR encourages applicants to examine services to clients in geographically remote areas of the state, families with members who may not have access to in-person services, and populations without access to other ORR-funded services, among others, as they identify barriers to families’ pursuit of self-sufficiency, community integration, and social adjustment. Examples of such services and resources include, but are not limited to: enhanced case management; referrals to refugee-specific or mainstream English language and social services; the use of community liaisons and navigators to navigate benefits systems; employment services; digital and financial literacy education; enhanced cultural and community orientation programming; transportation and childcare access; and the development of information in languages commonly spoken within resettled refugee communities. The WF TC program requires award recipients’ coordination with the subdivision of the state agency tasked with the operation of the state's TANF program (or "state TANF office") and the office of the SRC, as well as the development or fostering of partnerships with other stakeholders, including other mainstream benefit and service providers.
