    I. Request for Information 


    This Request for Information and Sources Sought (from now on “RFISS” or “RFI”) is a preliminary call for expressions of interest to provide services for the activity titled, “Engagement with Voters for Equitable Representation Activity”. 


    USAID/Libya’s Engagement with Voters for Equitable Representation Activity (EVER) is anticipated as a $18-20 million, five-year (2024-2029) activity being designed to support Libya on its national and municipal level elections through enhancing the technical capacity of the High National Election Commission (HNEC) to organize and hold elections. The activity would support HNEC to build their strategic planning processes, provide institutional capacity building across HNEC’s departments, with particular focus on outreach and engagement with the public and national and local government entities. Linked to intragovernmental engagement at the national and local levels is supporting the Election Dispute Resolution (EDR) mechanisms and coordination on election security across the electoral cycle. The activity would seek to also work with civil society organizations (CSOs) to observe the elections and support efforts to utilize civic education to shape public opinion around elections with CSOs, focusing on municipal elections as an entryway to national level processes. Key to this process is working in true partnership with either an international or local organization that will have a locally-led and locally driven approach to deliver on the demand side components of the activity and provide organizational development to both national and local level CSOs.  


    In addition, USAID seeks input regarding our proposed approach listed in the Attachment A under the Related Documents tab. The place of performance for this activity would be across Libya in the East, West, and South.  


    USAID/Libya aims to issue one Award for the provision of these services. The period of performance under this award would be for approximately five years.  An estimated award ceiling would be approximately between $18 - $20 million. 


    The selected awardee would be required to successfully register their organization to operate in Libya and obtain the necessary No Objection Certificate from the concerned host government agencies. 

    Interested parties wishing to participate should submit an expression of interest (5-10 pages) which addresses their capacity and capability for performing this activity. USAID relies on the recency and relevancy of past performance information when determining awards to recipients. Recency is defined as the awards recipient has performance as either a prime or subrecipient within the last 3-5 years. Relevancy is defined as awards the recipient has received for projects with a similar scope and magnitude as this requirement. Please include three examples of past performance history meeting this criteria.

    Interested parties wishing to participate should submit their capabilities statements electronically to LibyaSolicitations@usaid.gov. Responses to this RFISS will be accepted as stated above in response to the due date. You will receive only an electronic confirmation acknowledging receipt of your response, but will not receive individualized feedback or suggestions.  


    Responses may contribute to upcoming activity design(s). However, this RFISS will not be construed as a commitment by the U.S. Government to issue any solicitation, award any grant, or pay for any information submitted as a result of this request. Responders are responsible for adequately marking proprietary or restricted information contained in their response. 


    No basis for claims against the U.S. Government shall arise as a result of a response to this Request for Information or from the U.S. Government’s use of such information. Specific questions about this RFISS should be directed only to the email address identified above. This office will not respond to any telephone or other inquiries regarding this notice.
