Description: The Award Ceiling for Year 1 is 0 (none). CDC anticipates an Approximate Total Fiscal Year Funding amount of $2,500,000 for Year 1, subject to the availability of funds. This NOFO seeks to provide technical assistance (TA) to the Eswatini Ministry of Health (MoH) national and regional structures to strengthen programmatic leadership and oversight capacities toward ending HIV as a public health threat in Eswatini by 2030. TA should systematically increase MoH ownership, accountability, and capacity to provide quality services, introduce evidence-based interventions, foster innovation, coordinate activities, and monitor performance and quality to identify individuals not on treatment, maintain viral suppression, prevent new infections, and reduce morbidity and mortality among people living with HIV and TB. The recipient will be expected to: 1) support the development and implementation of strategies, policies, and guidelines, 2) facilitate the development of a government owned mentorship framework to guide technical oversight of HIV/TB services and streamline systems for integrated chronic disease management using insights from HIV programming, 3) advance data driven planning and evidence-based decision-making, 4) align risk communication and community engagement strategies to close program gaps, and 5) strengthen national quality management processes, from planning through implementation. Emphasis should be placed on designing interventions that can be integrated into routine health delivery platforms, utilized across program areas, and eventually sustained through domestic funding.
