    Background

    The Millennium Challenge Corporation (MCC) is a U.S. Government corporation that works with developing countries to promote sustainable economic growth to reduce poverty. Since its establishment in 2004, MCC has deployed more than $10 billion in development grants through compact and threshold programs across 40+ countries. For more information on MCC, please visit www.mcc.gov.


    In 2021, MCC and the Solomon Islands Government expect to sign a Threshold Program Grant Agreement totaling US $23 million to support a four-year program with the objective of implementing policy and institutional reforms that lead to a reduction in poverty through economic growth in Solomon Islands. The four-year timeline for this program is expected to begin in April 2021. The Solomon Islands Threshold Program consists of two projects: the Accessing Land for Tourism Investment Facilitation (ALTIF) Project and the Forest Value Enhancement Project (FoVEP).


    Purpose

    To support the Threshold Program activities in Solomon Islands, MCC is seeking partners through the following procurements:


    1. Community Engagement Services: As part of the ALTIF project, tasks include support for the delivery of information, public outreach and awareness, advisory and other assistance to communities that are located nearby registered land parcels with a high potential to attract tourism investment with the objective of facilitating community acceptance for a tourism investor’s use of land for investment purposes and sharing of benefits between an investor and community around a tourism investment.


    2. Cross-Cutting Program Support Services: Tasks are related to conducting facilitated governance reform, program monitoring, strategic communications, and meeting and administrative support. Note that this procurement was initially anticipated as two separate procurements, for which RFIs were previously released on beta.SAM.gov (Facilitated Governance Reform, published on January 7, 2021, and Communications and Meeting Support Services, published on December 30, 2020).

    Event

    MCC will hold a virtual Industry Day on Wednesday, February 24, 2021, from 4:00 pm - 6:30 pm Eastern Time to share information regarding the upcoming procurements and answer industry questions. Note that the event is scheduled to take into account the time difference between the U.S. and Solomon Islands, as organizations supporting the Threshold Program must ensure availability in both time zones.


    Organizations interested in joining the Industry Day are asked to register by Tuesday, February 23, 2021, at 4:00 pm Eastern Time at the following link: https://si-industry-day.eventbrite.com. Each individual must register separately in order to receive login instructions. If you registered but did not receive the instructions, please email guoc@mcc.gov prior to the Industry Day start time. There is no registration fee for this event.


    Attendees are encouraged to submit questions in advance for the Industry Day. When submitting a question, please indicate which procurement the question relates to.     *If you are interested in attending the discussion of only one of the procurements, you are welcome to do so. However, while MCC strives to maintain this schedule during the event, it is possible that slight shifts may occur.


    MCC will not transcribe the Industry Day content, but plans to publish any PowerPoint presentation(s) that are shared during the event via an amendment to this posting. At its discretion, MCC may record the Industry Day and include important questions/issues that arise as part of a Questions & Answers document, which is expected to be posted the week after the event.
