    Additional Information on Eligibility: All local stakeholders and interested parties, including but not limited to public and private health service providers, industry associations, faith-based organizations, private corporations, academia, and community and civil society groups to obtain their comments/suggestions.*Note that the Office of the U.S. Global AIDS Coordinator (OGAC) and the Global Health Diplomacy mandates to accelerate the transition to local recipients and to diversify the recipients that implement programs funded by the U.S. President's Emergency Plan for AIDS Relief (PEPFAR). USAID is contemplating the possibility to restrict competition of this assistance instrument to local entities. Nevertheless, international organizations may be included as members of potential consortiums led by local organizations.

    Description:

    The United States Government, represented by the United States Agency for International Development (USAID) through the Mission in the Dominican Republic (DR), is issuing this Request for Information (RFI) to solicit information and potential interest from organizations. The goal of the program is to improve health and wellbeing, socioeconomic, and educational outcomes for vulnerable children, adolescents, and families of Haitian descent in the Dominican Republic who have been affected by HIV, thereby helping the Dominican Republic achieve epidemic control and a sustained reduction in HIV transmission. USAID/DR estimates that this will be a five-year program.


    The information contained within the RFI is intended solely as a thought piece; ideas may change significantly during the activity’s design and approval process. In addition, this RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or an indication that USAID/DR will make an award from this RFI.


    Responses to this RFI shall not be portrayed as applications and will not be accepted by the U.S. Government (USG) to form a binding agreement. This RFI is not to be construed as a commitment by the USG to issue any NOFO or ultimately award an agreement on the basis of this RFI, or to pay for any information submitted as a result of this request. Responders are solely responsible for all expenses associated with responding to this RFI. Responding to this RFI will not give any advantage to any firm or organization in any subsequent procurement and will not lead to an organizational conflict of interest. Responses will strictly be held confidential.
