    The United States Agency for International Development in Morocco (USAID/Morocco) is seeking feedback through this Request for Information (RFI) from entities interested in the attached Draft Program Description for the contemplated “Religious and Ethnic Minorities Activity” (REMA)” described in Attachment 1.

    This Activity will contribute to promoting religious tolerance and community efforts that preserve cultural heritage sites of religious and ethnic minorities in Morocco.


    Any interested organizations are invited to provide feedback, comments, opinions, and/or recommendations on the concepts and approaches for the future activity. The main purpose of this RFI is to determine the soundness and robustness of the general design, as well as to make planning decisions and influence the activity design to improve future development outcomes. Attachment 2 includes guiding questions, not all of which need to be answered in respondents’ feedback. Incorporation of any feedback is subject to internal Mission discussions and approval.


    This RFI is issued solely for information and planning purposes. It is NOT a Request for Proposals (RFP)/Application (RFA) and in no way obligates the US Government to issue a Funding Opportunity and/or an award or pay for any information submitted as a result of this request. If a Notice Of funding Opportunity (NOFO) is issued, all necessary information will be supplied at the time it is posted at https://grants.gov . Questions/requests for information will not be responded to until NOFO issuance.

    Interested parties are advised to periodically monitor the above website and RFI number for updates concerning this procurement.


    USAID/Morocco asks that the public submit short written responses to the questions outlined below. Respondents are encouraged to review the questions and respond to those most relevant to them to assist USAID/Morocco in refining the PD. Responses to all questions are not required. Please also provide your name, title, organization, and contact information in your response. USAID/Morocco requests the use of the response template described in Attachment 2.


    1. Are you interested in this Notice Of Funding Opportunity (NOFO) when released?
    2. Are you a US small business? If so, please specify your status and certification.
    3. Are the proposed Activity objectives and illustrative activities in the PD measurable and achievable within a three-year period of performance?
    4. Does the draft PD provide potential implementers with sufficient guidance about USAID’s objectives and expectations to draft a technical application in response? If not, what more is needed?
    5. What suggestions do you have to improve USAID approach or interventions in the field of religious and ethnic minorities?
    6. Do you have any other comments or recommendations on the draft PD?


    Submissions, utilizing the response template, must be in English, in a Microsoft Word or Adobe PDF format, and should not be longer than four typed pages using the following formatting requirements: single-spaced, Times New Roman font (or similar size typeset), size 12, 1-inch margins, pages numbered consecutively in the bottom margin. Although we will accept up to 4 pages of text, USAID/Morocco values concise, issue-specific comments with references to page and section numbers in the draft design document, where appropriate.


    Responses will be held confidential, but respondents are advised to refrain from sending proprietary information. Please do not submit applications or resumes as they will be discarded.

    USAID/Morocco reserves the right, but is not obligated, to incorporate any, some, or none of the comments received into any subsequent Notice Of Funding Opportunity.


    Responses to this RFI must be submitted by email only to Salya Yacoubi at syacoubi@usaid.gov and usaidmoroccocontracts@usaid.gov no later than September 10, 2020 by 4:00pm, Rabat, Morocco time. The email subject line and file name should be as follows: “Responses to RFI Draft PD: Religious and Ethnic Minorities Activity (REMA).”

    Responses received after this deadline will not be read or considered. Submission via email is required; phone calls or hard copy delivery will not be accepted.
