Additional Information on Eligibility: Per the statute, “The Secretary may make grants to, and enter into contracts with, entities that are states, Indian tribes, or tribal organizations, or public agencies or private agencies or organizations (or combination of such entities) ...” (42 U.S.C. 5106 (a)). Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from the merit review and funding under this funding opportunity. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity. Faith-based organizations may apply for this award on the same basis as any other organization, as set forth at and, subject to the protections and requirements of 45 CFR Part 87 and 42 U.S.C. 2000bb et seq., ACF will not, in the selection of recipients, discriminate against an organization on the basis of the organization's religious character, affiliation, or exercise.
Description: The Administration for Children and Families (ACF) Children’s Bureau (CB) recognizes the importance of understanding and addressing child fatalities related to child abuse and neglect and considers it part of its core mission to improve the safety, permanency, and well-being of children. Understanding the circumstances surrounding the tragedy of a child fatality through improved data collection, reporting, and analysis of all child fatalities is essential for prevention. The purpose of this Notice of Funding Opportunity (NOFO) is to establish, by cooperative agreement, a Quality Improvement Center on Child Maltreatment Fatality Data Practices and Reporting (QIC-FR) to undertake an array of activities in the identification, collection, reporting, analysis, and response to child fatalities. The key focus of the QIC-FR will be to enhance the capacity of states to effectively report, analyze, and utilize child fatality data through cross-system partnerships, data linkages, analysis, and key collaborations. Through a systematic approach to identifying, assessing, implementing, and analyzing child fatality information, in partnership with jurisdictions, the QIC-FR will test strategies to identify and address challenges to child fatality data collection and reporting, analytics, and system response. Core components include building cross-agency cooperation; supporting pilot sites to identify and implement interventions that enhance child fatality identification, reporting, analysis, and system response; and evaluating the effectiveness of these interventions. This project will also build knowledge and develop products for dissemination to states and jurisdictions to assist in building agency capacity and knowledge of best practices in cross-system partnership and collaborations, data collection and analytics, and cross-system response to preventing and addressing child fatalities due to child abuse and neglect.
