    USAID intends to issue a funding opportunity tentatively entitled The PROPEL Health Project (Promoting Results and Outcomes through Policy and Economic Levers). It is envisioned as a global USAID funding opportunity that will address family planning/reproductive health (FP/RH) policy, advocacy, financing, and governance (PAFG), and the integration of FP/RH with HIV/AIDS and maternal, newborn, and child health (MNCH) programs, policies, and care. Resulting in one to three awards, the funding opportunity is expected to cover several programmatic areas intended to build local capacity and further enable sustainable health systems to adequately address FP/RH. Within the global scope, core FP/RH resources will be focused on PRH’s priority countries (click here for the list) and the seven additional Ouagadougou Partnership countries (Benin, Burkina Faso, Côte d’Ivoire, Guinea, Mauritania, Niger, Togo). 

    THIS IS NOT A FUNDING OPPORTUNITY. Through this Request for Information (RFI), USAID seeks to collect expert industry input to inform and enhance the design of PROPEL Health. This RFI is limited to industry; USAID staff and other global donors should not participate. This is not a typical RFI that requests a written document from interested parties; rather, industry will be able to provide input and engage with one another via an online discussion forum structured around discussion questions developed by USAID. Questions are organized by potential topics of interest under a single APS, each of which may be of differing funding levels and address various topics including overall PAFG, gender, youth, transition from global support, FP/RH integration with HIV/AIDS and/or MNCH, and other timely topics including digital health and pandemics. Industry can answer any or all sections of this RFI via the discussion forum. 

    The discussion forum for this RFI will be publicly available for review and comment from December 6, 2020 7:00 PM EST through December 11, 4:00 PM EST. Please click on this link to register and respond via the discussion forums. NOTE: The discussion forums will NOT be open and available for comment until the date and time above. No one will be able to view the forums until that time. The discussion forum questions are listed in the RFI under the "Related Documents" tab for review in advance of the forums being live and available for comment.

USAID/Washington may (or may not) significantly revise this proposed new activity and planned funding opportunity resulting from the comments received, and from further stakeholder consultations (if needed). USAID reserves the right to, or not to, incorporate any, some, or none of the comments received from this RFI into any subsequent funding opportunity(ies). 

    This RFI is issued solely for information and planning purposes and does not constitute a Request for Applications (RFA), Annual Program Statement (APS) or any other type of funding opportunity(ies). Responses to this RFI shall not be portrayed as concept papers or applications and will not be accepted by the U.S. Government (USG) to form a binding agreement. This RFI is not to be construed as a commitment by the USG to issue any funding opportunity, to conduct discussions, or ultimately award of any award on the basis of this RFI, or to pay for any information submitted as a result of this request. Responders are solely responsible for all expenses associated with responding to this RFI. USAID reserves the right to modify the scope and scale of the RFI.
