Description: The purpose of this Notice is to alert the community that NHGRI plans to publish a Funding Opportunity Announcement (FOA) to transform NHGRIs Diversity Action Plan (R25 Clinical Trials Not Allowed) to better align with more recent NHGRI efforts to enhance workforce diversity. Background Recent strategic planning undertaken at NHGRI underscores the commitment to genomic workforce diversity, as described in the 2020 NHGRI Strategic Vision, the NHGRI Action Agenda for Building a Diverse Genomic Research Workforce, and the NHGRI Training Task Force Report presented to the National Advisory Council for Human Genome Research in February, 2020. As described in the NHGRI Directors letter in the 2021 NHGRI Action agenda, data show that enhancing the diversity of scientific teams produces better ideas and more creativity. Developing teams of individuals from diverse backgrounds, however, means recognizing that some groups are underrepresented in the biomedical workforce. These groups include individuals from underrepresented racial and ethnic groups, individuals with disabilities, individuals from disadvantaged backgrounds, and women in staff, faculty, and leadership positions in the biomedical, clinical, behavioral, and social sciences research enterprises as well as in healthcare professions.Toward that end, NHGRI is committed to training, employing, and retaining a diverse genomics workforce, by supporting pathways that help diverse groups of individuals develop the skills and knowledge to pursue a career in genomics. Since 2002, the Diversity Action Plan (DAP) program has supported over 600 undergraduate, post-baccalaureate and graduate trainees to participate in research experiences and courses, with the goal to help transition them to the next stage of their research career in a genomics-related field. These individuals have represented diverse groups, including those identified as underrepresented in the biomedical, clinical, behavioral and social sciences, as described in the Notice of NIHs Interest in Diversity, NOT-OD-20-031. As described in the Notice, research shows that diverse teams working together and capitalizing on innovative ideas and distinct perspectives outperform homogenous teams. Scientists and trainees from diverse backgrounds and life experiences bring different perspectives, creativity, and individual enterprise to address complex scientific problems. Additional assessment is needed to evaluate the unique contributions of the DAP to NHGRIs diversity-related training portfolio. In recent years, NHGRI has supported new initiatives and programs focused on enhancing diversity, including, but not limited to, the Genome Research Experiences to Attract Talented Undergraduates into the Genomics Field to Enhance Diversity, Maximizing Opportunities for Scientific and Academic Independent Careers (MOSAIC) Postdoctoral Career Transition Award to Promote Diversity, and NHGRI Predoctoral to Postdoctoral Transition Award for a Diverse Genomics Workforce. This Notice is being provided to inform the community that NHGRI is transforming the DAP program to continue training a diverse group of individuals who are well prepared to tackle the challenges in genomics, while aligning more strongly with current NHGRI strategic objectives. The FOA is expected to be published in Summer, 2023 with an expected application due date in Early 2024. This FOA will utilize the R25 activity code. Details of the planned FOA are provided below.

What is Value Ad?
Value Ad is an innovative policy designed to foster a mutually beneficial relationship between two key groups: new businesses and service providers. This policy helps startups save significantly on essential services while enabling service providers to gain valuable traction and growth opportunities.
How is it a Win-Win Deal?
For New Businesses:
Cost Savings: Startups can save 50% to 80% on essential services such as website development and marketing. This means they don’t need to invest heavily upfront, making it easier to launch and grow their business.
Alternative Investment: The money saved through these discounts can be reinvested into other critical areas of the business, acting as an alternative investment that fuels further growth and development.
For Service Providers:
Initial Customer Base: Service providers, often tech startups themselves, can attract a significant number of initial customers by offering their services at a discounted rate. This helps them build traction and demonstrate value, which is crucial for attracting venture capital (VC) funding and other opportunities.
Marketing Efficiency: By providing affordable services, service providers do not need to spend heavily on marketing to acquire new customers. The discounted services themselves become a powerful marketing tool, bringing in customers who can spread the word and enhance the provider’s reputation.
Growth and Expansion: Attracting more customers through Value Ad helps service providers expand their client base and build long-term relationships, which can lead to increased revenue and business growth.
Alternative Investment for New Businesses:
For new businesses, the significant cost savings achieved through the Value Ad policy effectively serve as an alternative investment. Instead of spending large amounts on website development and marketing, they can leverage the affordable services provided by service providers. The saved funds can be redirected into other strategic areas of the business, enhancing overall growth and sustainability.
Benefits for Service Providers:
Service providers benefit from the Value Ad policy by gaining access to a ready pool of new customers who are drawn by the discounted rates. This initial customer base is crucial for:
Building Traction: Demonstrating product or service viability to potential investors.
Securing Funding: Enhanced customer traction and a growing user base can make the service provider more attractive to venture capitalists and other funding sources.
Market Penetration: Establishing a presence in the market quickly and efficiently without heavy marketing expenditures.
In Summary:
Value Ad is a strategic policy designed to create a win-win scenario for both new businesses and service providers. By offering significant discounts on essential services, startups can save and reinvest those savings, while service providers gain crucial initial customers and market traction. This mutually beneficial arrangement supports the growth and success of both groups, making Value Ad a powerful tool for business development and investment.
