USAID/Uganda is posting this Concept Paper in order to provide public access to any parties interested in USAID�s support to the education sector in Uganda. This Concept Paper is intended solely as a thought-piece; ideas contained herein may change significantly during the Mission�s program design, consultation and approval process. This program is designed in support of Uganda�s National Development Plan and the policies laid out in the 1992 Government White Paper on Education. In line with the Paris Declaration, this program will support the MOES by planning and implementing activities through MOES structures and systems.
