Additional Information on Eligibility: FEMA Regional Offices in conjunction with FEMA Headquarters award funding to eligible States. The grant agreement is the administrative and funding mechanism which ensures FEMA with a single method of delivering Federal financial assistance to States. Under CFR 60.25, Governors have exercised their prerogative of designating a “State Coordinating Agency” that is best able to carry out the flood loss reduction activities of the NFIP.

Description: There is a 25 percent non-federal match for all States receiving CAP-SSSE funds. As long as CAP-SSSE continues and a State maintains skill capability and meets performance goals, a State should expect to receive funding. However, annual State funding levels may vary depending on needs, capability, performance, FEMA priorities, and the availability of funds.
