    Cladding Safety Scheme

    The Cladding Safety Scheme (CSS) will meet the cost of addressing life safety fire risks associated with cladding on residential buildings over 11m in height (11-18m in London).

    The Cladding Safety Scheme (CSS) was formally announced under the previous name - Medium Rise Scheme (MRS) in November 2022.

    The CSS will meet the cost of addressing life safety fire risks associated with cladding on residential buildings over 11m in height (11-18m in London).

    The GLA will continue to operate the Building Safety Fund for buildings over 18m in height in the Greater London Area.

    The CSS will support applications for buildings where the applicant is unable to afford to carry out the work themselves or feel that it is not their responsibility to do so. An application for the CSS can be submitted by the person or organisation legally responsible for the building’s external repairs or their representative.

    The CSS is part of the wider Building Remediation Portfolio whose objectives include ensuring that residents are safe from risks associated with fire safety.

    In the private sector, applications are open to the Responsible Entity (or representative acting on their behalf) that has a building that meets the eligibility criteria set out in the published guidance.

    In the social sector, applications are open to the Responsible Entity for a building, in this instance usually the landlord will be a registered provider of social housing (RP) or a local authority (also an RP), that has a building that meets the eligibility criteria set out in the published guidance.

    In order to qualify the building must:

    a) be over 11m in height

    b) be a residentual building

    c) have unsafe cladding that has been assessed as being a fire safety risk that is a high or medium action required threat to life

    d) have a Fire Risk Assessment External Wall in the standard form using PAS9980:2002 methodology from a Fire Risk Assessor form our approved panel

    Following receipt of your application, Homes England will review your application to see if it meets the legal criteria for access to the CSS and to establish that you are the correct Responsible Entity.We will accept applications for funding from wholly residential or mixed use residential and commercial developments, in both the private and social sectors. The CSS will not offer funding for:

    • buildings where works started on site before 10 January 2022

    • non-residential buildings, for example hotels, hospitals, offices, and buildings where there are no residential leaseholders. This is likely to include purpose-built student housing and build to rent schemes (unless these are residential buildings applying from the social sector under the financial viability route)

    • buildings under 11 metres in height

    • buildings over 18 metres in height in London. These may be eligible for the Building Safety Fund

    Please do not make an application to the CSS if you do not intend to use taxpayer funding to complete the work.We will not accept applications from leaseholders (unless they are the head leaseholder acting as the Responsible Entity), but they should encourage their landlords/building owners or managing agents for the building to register if the cost of eligible works would otherwise be passed to leaseholders.

    The key objective of the Cladding Safety Scheme is to ensure that any life safety fire risks associated with cladding are addressed as quickly as possible to ensure that residents are safe, and feel safe, in their homes. Funding is available towards eligible costs that would be borne by residential or commercial leaseholders whether or not they benefit from protections against having to pay service charges towards equivalent works to fix cladding (via commitments in their lease).

    All applicants must apply for the Cladding Safety Scheme online using our application form published on Gov.uk, providing information about the building, the Responsible Entity, and if a representative is applying on behalf of a Responsible Entity, then further information on their roles and responsibilities will also be needed. 

    Where there are separate multiple buildings which have the same Responsible Entity, please complete one application for each building. If multiple buildings form a single development which is being covered by the same works contract, this should be mentioned in each of the individual applications.
