    To All Interested Respondents/Parties:


    The United States Agency for International Development (USAID) Bureau for Global Health (GH) is publishing this Request for Information (RFI) to obtain information and input that will be used to help make planning decisions. It may inform the design of future activities related to accelerating HIV vaccine research and development in low- and middle-income countries.


    This RFI is issued solely to collect expert inputs for information-gathering and planning purposes. This RFI does not constitute a Notice of Funding Opportunity (NOFO) or a Request for Proposals (RFP).


    Please also note the following:

    (a) responding to this Notice will not give any advantage to any organization or individual for any subsequent competition;

    (b) proprietary information should not be sent;

    (c) responses are not offers/applications and cannot be accepted by the U.S. Government to form a binding contract/award;

    (d) responses to this RFI are strictly voluntary, and USAID will not pay respondents for information provided in response to this RFI;

    (e) USAID reserves the right to, or not to, incorporate any/some/none of the comments received from RFI into subsequent solicitations or design documents and

    (f) applications or resumes will be discarded and should therefore not be included in your response.

    USAID posts its competitive business opportunities on www.sam.gov and www.grants.gov. This RFI does not restrict the Government’s approach to a future solicitation or NOFO. It is the potential responder’s responsibility to monitor the site for the release of any further information.


    Questions regarding this announcement will not be accepted or answered. Not responding to this request does not preclude participation in any future solicitation, if any is issued. No basis for claims against the U.S. Government shall arise as a result of a response to this request for information or from the U.S. Government’s use of such information.


    Submission Instructions:

    Only electronic submissions will be accepted. Responses to this RFI must be written in English.

    Respondents will only receive an electronic confirmation acknowledging receipt of their response; they

    will not receive individualized feedback on any suggestions.


    USAID is requesting the public to submit short submissions outlining recommendations or other

    information pertinent to the questions noted below. Responses should note the question number

    addressed and clearly relate back to the questions listed below, but responses do not need to address

    every question listed. All responses should provide sufficient detail and justification explaining why a

    certain recommendation is offered. Please also provide your name, title, organization, and contact

    information in the response.


    All submissions must adhere to the following format to ensure an efficient review:

    ● Must be written in English, size 11 Calibri font, not to exceed 20 pages total. The graphic’s subtext

    may use a smaller font size.

    ● Submission file should be in PDF or Microsoft Word format.
